Harley's storyline actually starts in Suicide Squad and there is a tiny bit of tie over to some Batman/Detective Comics stuff before her run starts. Though you could probably get away with just reading Harley Quinn as it barely brings up anything from those previous appearances (and anything else she shows up in seems to not matter???)

I think Harley could get along with anyone as long as they aren't too Lawfully Good.
