Kise is not a mean person, and he knows Takao so there's no way he's going to leave him be to figure out stuff all by himself. Kise had run into Akashi and Midorima when he arrived, and with them around he managed to keep himself on his feet. And he's decided to be of that kind of help to Takao as well. He probably can't do much, but initial clothes and food- it's tough for a person that just arrived. No chroma, no one they know around, no one to moonlance with. You can't just walk up to a random person on a street and just hug them or smooch.

It's why he's insisting. Takao might feel a bit more relaxed if he got pats on the back or a brief hug from Kise rather than a complete stranger.

Kise takes a bite and leans back, thinking briefly, "If Midorimacchi survived, so can you." He shrugs and smiles, "I mean, he's not the most sociable person I know and everything here runs on that. The moonlancing thing. Did they explain to you what it is?"

Kise is taking very casual approach, not wanting to freak Takao out... much. He probably WILL, BUT he doesn't want to just drop truth bomb at him out of nowhere.
