He himself is in the midst of a metamorphosis — he's become very concerned with considering people's intentions, how to determine more nuanced kindness, of others and of himself... But he's not grasping his own end of things fully yet. His temper gets in the way still. And he's in crisis mode right now — it's so easy to fall back into our worst psychological habits in crisis mode. If he could channel his own crew at home as Hikaru might, he knows deep down he should channel gentle uncle Iroh always; but when his thinking starts spiraling into an old mentality, his near constant, baseline rage taking the reigns, it's a very natural habit just as well to channel his vicious sister Azula. And right now, his inner Azula is louder than his inner Iroh — and inner Azula is by nature always out for blood.
