In other words, Takao is definitely going to be the one pedaling. Because Midorima is good at anything with his fingers, and Takao really sucks at RPS. It's just a fact, and one that he's told other people too. Though Midorima is really good at it, the only person he isn't able to beat is Akashi, after all. (Check the box for useless life skills.)

What he doesn't expect is for Takao to start crying. He doesn't know how to deal with it, period. But it's obvious to him when it's happening. He's heard Takao cry before, just as Takao's heard him cry before. (Even if Midorima is decidedly quieter about it.)

He stays quiet for a moment to let Takao recover himself, a kindness in its own right. Midorima had no one when he got here, so he closed himself off as much as he could. It was only sheer willpower not to revert to the miserable person he was when he started off high school that he managed to let other people near him when he first arrived. Takao doesn't have that ability to cut people off and he has someone to lean on, even if that person is a figurative cactus emotionally-- prickly as hell but filled with sweet juice he doesn't want anyone to know about.

After what he assumes is a sufficient amount of time for Takao to collect himself, Midorima responds with: "Like I said, it's simply to avoid having to deal with someone irritating. If you get a roommate in the future, I'll be approving or denying them."

If being a selfish and controlling butt doesn't help Takao feel normal, nothing will.
