tl;dr alert
so, basically, peg will always have a spot in her heart for steve, but that scene with her in S1 saying goodbye to him when disposing of the last vile of his blood in the river was the prelude to her moving forward. for a lot of S2, she started to finally open herself up to the possibility of finding love. while i don't think she quite found it yet, she certainly had the opportunity with daniel sousa. knowing her, it'd take her a while to figure out that her love for sousa would be different (not better or worse, just different) from her love for steve, but we'd unfortunately never get to see that be explored in canon.
as for peg's char development, she'd be the same old girl scout with a hard punch, but perhaps moreso now. she is more stubborn, more driven, and more sarcastic than ever, and i think a massive part of that comes from the confidence she discovered in herself.
when it comes down to how she would be affected by seeing steve again, i'd alter that based on your own preferences and what you're comfortable with (while, of course, staying true to her character). i'm pretty flexible tbh! what are your thoughts? :)

steve will be post-civil war, which means he's already experienced peggy's funeral and therefore been forced to move on from her to some extent. not to mention he's been living in the future for over four years now. so i think it'll be fun to play with the fact that both of them have carried on and had separate lives in very different times/places, only to now be brought together again.
it's clear that both of them still care for each other very deeply, but trying to figure out how they fit together now that they've each grown and changed could be really fun. how they develop in a shippy sense is something we can play by ear, i think? i don't want either of us to feel tied down, and given the nature of this game, there's probably going to be some amount of flinging them around at others for the sake of moonlacing, etc.
hopefully that all makes sense/fits in with what you were thinking!

i'm sure peggy's heart would drop and flutter back into place as soon as she even saw steve (at the time of the first avenger, he was the first decent man she had come across who really noticed her as a human being since her brother, michael, died in the war). but she's been without him for almost 3 years and have since learned her value and stopped seeking the approval or acceptance of the men in her workplace.
one thing is for certain: she would be thrilled to have him in her life again, romantically, sexually, platonically, or otherwise. and i'm totally okay to play around with any of it!

i want space for us to be able to play around with the mechanics of the game with other characters while their relationship remains central/important to each of them, so i think we're on the same page here. \o/
