I guess I understand, but what policies does he break by existing in Prisma. Just wondering because I play a lot of villains and I guess it’s nice to know the boundaries.

No policies, just general discomfort with the character, and concern for potential player base discomfort.

Which is absolutely a valid reason to reject. I'd suggest probably just outright asking them what the limits on villains are if you're thinking of anyone with themes involving the big three triggers.

I did however go 'what?' at the claim he violates dreamwidth's ToS.
